Health Insurance Portability and Accountability Act of 1996 (HIPAA), Public Law 104-191, was enacted on August 21, 1996. Sections 261 through 264 of HIPAA are known as the Administrative Simplification provisions. The major part of these Administrative Simplification provisions are found at section 262 of HIPAA, which enacted a new part C of title XI of the Social Security Act

The law requires all "covered entities" to provide for and implement policies and procedures covering all 68 points of security contained within the Administrative Simplicfication provisions of the act. All provisions are directly concerned with Patient Privacy Issues. "Covered Entities" is defined as any business handling PHI (protected healthcare information). The compliance deadline for implementation is October 16th, 2002 or April 30th, 2003 with the proper extension filed. Penalty potential for noncompliance is $25,000 per day.

There are two training documents that are designed to aid you in the understanding of HIPAA and useful tools and to help train your employees. For record keeping each employee should initial a sign-off sheet after completing training and reading policies.

The other documents are templates of Policies and Procedures to assist you in compiling a manual for compliance and training. The CD contains 45 sample policies. After you have made your assessment of needs based on the Administrative Details, the policies can act as a guide for your company. The policies may need to be changed in part to example unique needs and circumstances of your office(s)
